I paid the $151 for the passport fee and then downloaded the passport package. I was confused as it was the government form, but had you print it, attach a picture and mail into the government and send a check to pay for your passport - which I thought I just paid for. Also confused as it asked for info on my parents - names and birth dates. I expected to put in my birth date and social security number in an application, but only a minor would include parental info. But after looking into it, see that they collect private info as well as put your info in the government forms which you print and send in by mail to renew. The $151 is not paying for the passport, but for their putting your info in the form to print and mail in. Something I can fill out myself and send in.
