Area code 651, assigned to Saint Paul and surrounding Twin Cities suburbs including Inver Grove Heights, Rosemount, and Rochester, has generated 958 complaints across 356 numbers since February 2026, with activity still ongoing as of June 2026. At rank 205 out of 357 area codes tracked overall, the volume is moderate nationally, but among Minnesota-specific codes it sits at 22nd out of 43, placing it in the upper half of in-state complaint generators.

The dominant delivery method is prerecorded messaging, accounting for 138 of the FCC-recorded contacts against only 56 live calls, a ratio that points to automated dialing infrastructure rather than manual boiler-room operations. Dropped calls and silent connections drew the single largest complaint category at 176 filings, consistent with robocall systems probing for live pickups before routing to an agent.

Medical and prescription scams are the clearest content threat in this code.
