(888) 991-5696 Appears in Texts Claiming to Collect Jefferson Capital Debts

Unsolicited text messages claiming to represent a debt collector called Shepherd Outsourcing have drawn complaints to the BBB and the FTC across multiple states. The messages follow a consistent pattern and direct recipients to a web portal to resolve alleged debts. Here is what the complaint data shows.

What the Messages Look Like

Community reports filed with the BBB between April and May 2026 describe text messages that name Shepherd Outsourcing as a debt collector and reference specific account names. One report from May 2026 includes this verbatim text:

"This text is from Shepherd Outsourcing, a debt collector regarding your JEFFERSON CAPITAL SYSTEMS LLC account. Visit https://portal.shepherdoutsourcing.com/s/FQmhpBi6RU. Reply stop to opt-out or call 888-991-5696."

A separate report from the same period describes a similar message tied to a different account, again directing the recipient to portal.shepherdoutsourcing.com and listing 888-991-5696 as the callback number. A third report references a Capital One National Association account for which Jefferson Capital Systems LLC is listed as the current creditor. The structure of each message is nearly identical, with only the account name changed.

Phone Numbers in the Complaint Data

Four phone numbers surface in connection with this cluster. 888-991-5696 carries the most complaint volume, with three FTC complaints reported from St. Cloud, Florida, Cleveland, Ohio, and Show Low, Arizona. It appears by name in multiple verbatim reports as the callback number included in the texts.

888-251-9830 appears in two FTC complaints reported from Crescent City, California, and one BBB report quotes it directly alongside a license number. 844-675-2715 is associated with one FTC complaint from Portland, Oregon. 844-630-1705 has no FTC complaints on record but surfaces in connection with this cluster.

Domains to Be Aware Of

The texts direct recipients to portal.shepherdoutsourcing.com, which is the primary domain cited across the verbatim reports. The root domain shepherdoutsourcing.com is also associated with this cluster. A third domain, portal.shepherdiutsourcing.com, appears in the data as well. That domain contains what appears to be a misspelling of the company name, which is worth noting if you receive a link that matches it.

Clicking unsolicited links in debt collection texts carries real risk. If you are unsure whether a debt is legitimate, requesting written confirmation from the collector before visiting any portal or providing personal information is the safer path.

What You Can Do

If a debt turns out to be real, contacting the original creditor directly rather than following a link in an unsolicited text is a safer route to confirming it.
